HDB Flats for Rent in Singapore

HDB rentals cover whole flats and single rooms in every town, and they are the most affordable way to live close to an MRT line in Singapore. On SOLO each rental listing shows the monthly rent, whether it is a whole flat or a room, the furnishing level, what is included in the rent, and when the unit is available. You deal directly with the owner or with the CEA-licensed agent representing them, and you can book a viewing from the listing without a call centre in between.

Renting an HDB flat or room

A flat owner must have approval from HDB before subletting a whole flat, and the flat must have met its minimum occupation period. Room rentals are also subject to HDB approval and to a cap on the number of occupants, which depends on the flat type. Ask to see the approval before you sign anything.

The minimum tenancy for an HDB whole flat or bedroom is six months. Most tenancies run one or two years, with a diplomatic clause commonly included in two-year agreements. Rent is normally quoted monthly and excludes utilities unless the listing says otherwise.

Non-citizen tenants are subject to a quota at both block and neighbourhood level for Malaysians and other non-citizens, similar in spirit to the resale quota. If the quota is full, the owner cannot rent to you regardless of price, so confirm this early.

Budget for the usual upfront costs: one month of rent as a security deposit for a one-year tenancy, two months for a two-year tenancy, the first month of rent in advance, and stamp duty on the tenancy agreement payable to IRAS. Where an agent represents you, agree the commission in writing before viewing.

Common questions

What is the minimum rental period for an HDB flat?

Six months for both whole flats and bedrooms. Shorter stays are not permitted under HDB subletting rules.

Does the owner need HDB approval to rent out the flat?

Yes. Owners must register the subletting of a whole flat or a bedroom with HDB, and whole-flat subletting is only allowed after the minimum occupation period has been met.

Is there a quota for non-citizen tenants?

Yes. HDB applies a non-citizen quota at block and neighbourhood level for Malaysians and other non-citizens. Singapore citizens and permanent residents are not affected.

Who pays the stamp duty on a tenancy agreement?

Stamp duty on a lease is normally paid by the tenant and is calculated on the total rent over the term. It is payable to IRAS within 14 days of signing in Singapore.
