Rates are IRAS residential rates, effective 27 April 2023. Married couples with at least one Singapore Citizen may apply for an ABSD refund when the first property is sold within six months of buying a completed second property. Reliefs also apply under free trade agreements.

What is ABSD in Singapore?
Additional Buyer’s Stamp Duty is a tax charged on top of Buyer’s Stamp Duty when you buy residential property. The rate depends on your residency status and how many residential properties you already own.
What are the current ABSD rates?
Singapore Citizens pay 0 percent on a first property, 20 percent on a second and 30 percent on a third or subsequent property. Permanent Residents pay 5, 30 and 35 percent. Foreigners pay 60 percent on any residential purchase. Entities and trusts pay 65 percent.
Can ABSD be refunded?
A married couple with at least one Singapore Citizen may apply for an ABSD refund on a second property if the first property is sold within six months of buying a completed property, or within six months of the Temporary Occupation Permit for an uncompleted one. The application must be made within six months of the sale.
Do I pay ABSD when buying an HDB resale flat?
Only if you already own another residential property or are a Permanent Resident. HDB eligibility rules separately require most existing private property to be disposed of, so most HDB resale buyers who are Singapore Citizens pay no ABSD.
