What the HFE letter tells you

HFE replaced the old HLE process in May 2023. HLE is no longer the name of the current buyer assessment.

How to apply

Run the preliminary check
Start on the HDB Flat Portal. The check gives an initial view of your eligibility, grants and financing options.

Apply for the household
Provide the requested income and employment information. Every applicant and occupier must complete the required consent steps.

Send every requested document
HDB states that the letter is generally received within a month after all required documents are submitted. Processing can take longer before and during a sales exercise.

Read the outcome before offering
Check purchase eligibility, grants, HDB loan amount and any conditions. If using a bank loan, obtain the bank financing documents HDB requires as well.

Use the letter while valid
The HFE letter is valid for nine months from its issue date. It must be valid when the seller grants the OTP and when the resale application is submitted.
What to do once it arrives
- Compare the HDB loan amount with the price range you plan to search.
- Read every condition in the letter before paying an option fee.
- Keep the letter valid through the OTP and resale application stages.
- If household details change, check with HDB instead of assuming the outcome still applies.

- What is an HFE letter?
- The HDB Flat Eligibility letter assesses your eligibility to buy an HDB flat, receive housing grants and take an HDB housing loan. It replaced the earlier HLE and separate eligibility checks in May 2023.
- Is an HFE letter compulsory for a resale flat?
- Yes. A buyer must have a valid HFE letter before the seller grants an Option to Purchase, and it must remain valid when the resale application is submitted.
- How long does an HFE letter take?
- HDB says applicants generally receive it within a month after all required documents are submitted. Processing can take longer before and during a sales exercise.
- How long is an HFE letter valid?
- Nine months from its issue date. If it expires before the relevant transaction step, apply for a fresh letter.
- Do I need an HFE letter with a bank loan?
- Yes. The letter also covers eligibility to buy and housing grants. Bank financing has additional document requirements.
